" The Works Progress Administration (WPA) referred to this cemetery as the old Waterhouse graveyard. “This cemetery is north of Piney in the first district…go east from Spring City by Cawood’s water mill. This graveyard is…old and has been neglected for a long time. Stones are torn down and graves are sunk in the ground. Most of the people buried there are colored. Probably about 50 unknown graves” (from WPA notes).
In 1940, the TVA placed the Sedman cemetery on the north bank of Piney river at mile 4.3 (1 mile SE of Spring City). It “contains 18 graves, no monuments. Occupants of all graves in this cemetery unknown. We executed remain agreements” which were signed by Mrs. George H. Jacoway, “nearest relative of unidentified Waterhouse slaves” (from TVA notes). Cemetery was in the woods @ time of visit.
The TVA map is reproduced below. Since the cemetery is at an elevation of 766 to 769 feet it probably is on an island in Watts Bar Lake near Holiday Resort. (see map no. 6 in Appendix A). "
